Indiana Gov. Mitch Daniels:
"The vast majority is in Medicaid and highways, and the biggest single piece will flow through to education. There will be education dollars we won't know how to spend, at least for awhile, in Indiana, where we have not had big education cuts like other states."
And herein lies a fundamental problem with the stimulus:
"Congress, as it is wont to do, has tied up most of this money. A huge amount will flow through to school systems. Some school systems will see a gusher of money the likes of which no one has seen before. Other money will come in highways, but contrary to the request we made, it's all tied up in strings, too."
