Rudy Giuliani's biographer, Fred Siegel, tells Politico:
[Siegel] said he believes Giuliani will remain on the national stage.
"I think he very much wants to be a Republican player in 2012 – not necessarily a candidate, but a player," he said. "He had a very strong sense already that Obama could well be a one-term president."
Added Siegel: "His eyes are on Washington.”
Dave Weigel notes:
Having spent a little time with Giuliani on the presidential campaign trail — and having profiled him with zero access during that time — my gut reaction is that Giuliani’s done with electoral politics.
He is a terrible campaigner outside of New York, bored and self-congratulatory; and who seriously thinks that, in 2012, the afterglow of his performance on 9/11 will be brighter than it was in 2008?
