Yes, it's true that Rove has South Carolina listed as a toss-up in his first electoral college map.
McCain won the state by 9%, but the most recent survey (an ancient December 2011 NBC poll) had Obama leading by 4%. That, despite the fact that Romney led handily in every other Palmetto State poll taken last year. So, the NBC survey seems like an outlier, and it's hard to imagine how Obama could pull off a 10% gain from 2008. I'm not sure why Rove assigned "toss-up" to this state.
